$25,000 for:

SCHOOL/COMMUNITY CRISIS SUPPORT SERVICES

 

The Hudson Partnership CMO (Care Management Organization) is a 501c3 not for profit. As part of the New Jersey Children’s System of Care (CSOC), the Hudson CMO is committed to supporting youth that have behavioral and mental health needs. The Hudson Partnership works to keep children safe, in their homes, communities and schools. For more information visit www.hudsoncmo.org.

Adverse childhood experiences coupled with mental health needs can make it difficult for a youth to successfully manage their emotions throughout a school day. These “emotions” or behaviors are often exacerbated in urban/low income communities with high crime rates and violence. Schools have the overwhelming task to educate while also addressing the needs of students that are demonstrating disruptive behaviors. Often times due to limited resources and student safety concerns, the school system is left with little choice but to suspend the youth or seek an alternative educational plan.  This cycle of negative behaviors and school suspensions does not benefit the overall health and success of the student, school, parents or community.

Goal:

Hudson Partnership CMO has $25,000 in Community Resource Development Funds for organizations that can provide families, schools, and police departments with crisis support and training services.  The goal of the funding will be to demonstrate the effectiveness of training and supporting identified school staff from 3 Hudson County schools in de- escalation techniques that can be utilized when interacting with a youth in crisis. Three schools within Hudson County have agreed to participate in the “crisis de-escalation” program. The program results will help guide best practice policy for all County school districts and create a school culture of positive crisis response and conflict resolution.

 

Proposal to include but not limited to:

  • Provide and explain curriculum to be used. Provide examples of its use.

  • Teach de- escalation techniques to educators and identified school staff in the identified 3 partner schools.

  • Offer crisis educational services to parents, police, and community programs that are linked to the identified partner schools.

  • Create a self- sustaining network of community members that will be versed in crisis management techniques. 

  • Provide appropriate clinical clearance for youth referred from school district

  • Provide information on all staff that will be utilized for the program: resumes, relevant certificate and or clinical licenses.

  • Pre and post surveys

 

Proposal should outline specific measurable goals such as:

  • Reduction in out of school and in school suspensions due to behavioral issues

  • Reduction in school involved arrest by police due to youth in crisis or behavioral issues

  • Reduction in emergency room referrals for school clearance due to crisis or behavioral issues

  • Reduction in referrals for mobile crisis and other serious behavioral issues

  • Pre and post surveys to participants that receive training

  • Creating a Positive Environment

  • Increase utilization of pre-crisis planning

 

 

PROPSAL ( MAX LENGTH 10 PAGES NOT INCLUDING SUPPORTING DOCUMENTS)

Need/Objective: This should explain the need and purpose for the proposed project. Also include how you are going to meet the identified objectives.

Project Narrative: This should provide specifics about the activity, including the length of time, facilitators, partners, materials (if any) and other pertinent information

Budget: Proposals should provide a line-item budget covering all expenses, including travel, consultants, staff time, and materials, etc. 

Sustainability Statement: All Bidders must demonstrate that the service is sustainable after the end of the effective term.  Partnerships agreement letters with community programs and schools that exhibit an effective referral process and continuum of care are highly recommended.

Fiscal Report Statement: All Bidders must affirm to deliver the required fiscal and program reports that demonstrate compliance with bid requirements.

Additional Forms:  Current proof of liability insurance/ workmen’s compensation insurance, resumes for key personnel, max 4 letters of support 

 

REVIEW, SELECTION, AND ANNOUNCMENT: Each proposal received will be acknowledged via email upon receipt. Each proposal will be reviewed and evaluated internally according to the fund’s published guidelines. Hudson Partnership may request additional project information during this time. All applicants will be notified on or by June 17.

At which time the selected proposals will be forwarded to the State Children’s System of Care for final approval or denial.  Funds will be distributed once the proposal is approved by the Children’s System of Care by July 10, 2015.

 

 

 

 

 

SUBMISSION OF PROPOSALS: Proposals are to be submitted on June 5, 2015 by 5pm.  An electronic copy of the proposal must be sent by email to: scampos@hudsoncmo.org  in MSWord or Acrobat. 3 copies of the proposal must be mailed or hand delivered to 110 Meadowlands Parkway suite 200 Secaucus, NJ 07094. Applicants should not include audio-cassettes, books, articles, clippings or other supporting materials.
